A typology of responsibility for coastal flood risk adaptation

The management of coastal flood risk is adapting to meet the challenges and increased risks posed by population change as well climate change, especially sea level rise. Protection being targeted areas where benefits are highest, while elsewhere there a shift towards more localized “living with floods” “resilience” approaches. Such decentralized approaches (FRM) require diverse range stakeholder groups be engaged “flood citizens”. Engagement households in FRM central this process. Despite significant research on engagement management, less focus nature responsibility adaptation. There no framework which assess different types hazard adaptation, little implications expecting these responsibilities groups. In paper, we identify five that embedded throughout disaster reduction cycle managing flooding. We build “typology responsibility” existing work evolution relationships processes, dataset institutional interviews surveys conducted across three case studies England, United Kingdom, 2018 2019. analyze using thematic analysis explore perceptions FRM, household survey through descriptive inferential statistics. By developing first focused typology for flooding, provide researchers decision-makers tool guide their planning allocation floods other climate-driven hazards.
